Off-road driving in Tanzania: where it is allowed and why it changes the photographs
The question looks technical until you compare two photographs. In one the scene is shot from the track; in the other the vehicle is beside it. The difference is not the photographer or the lens. It is whose territory you are on.

Where the rules differ
Northern Tanzania is made up of territories with different legal status, and the rules follow the status. It affects both photographs and fees.

Why Ndutu works differently
Ndutu falls administratively under the Ngorongoro Conservation Area rather than Serengeti National Park, even though it lies alongside it and looks like the same plains. The conservation area operates under a different regime, and leaving the track is permitted there.
In practice the vehicle can stop where the scene is: beside the herd, beside the predator, at the right angle to the light. Inside a national park the driver must stay on the road, and anything happening two hundred metres away is watched from a distance.
What it changes in February
During the calving season the difference is at its greatest. The herds stand on open plains, hunting is constant, and events do not occur where the track happens to run. That is why February photographs from Ndutu look different from photographs taken in the Serengeti in the same month.
It also explains why a proposal with nights inside the national park and a day excursion to Ndutu is worse than several nights in Ndutu itself, even when the distance on the map looks similar.
Permitted does not mean unrestricted
Permission does not suspend common sense or the rules of conduct: distance from animals, no pursuit, limits on how many vehicles gather at a scene. A good guide observes them not out of fear of a fine but because otherwise the scene falls apart.
Worth asking is not only whether off-road driving is allowed, but how the guide actually behaves: whether he approaches from the side, cuts the engine, is willing to wait. The answer tells you a great deal.
What to ask before booking
On which territory you will be sleeping, and what share of game days falls inside the conservation area rather than the national park. Whether off-road driving is permitted where the morning drives are planned.
And separately how the fees are calculated, because the conservation area and the park charge differently and both belong on their own lines in a quotation.

- Why is Ndutu not the Serengeti if the plains look the same?
- Administratively the area belongs to the Ngorongoro Conservation Area. The boundary follows legal status rather than landscape, and status governs both driving rules and fees.
- How much does this matter for photography?
- Considerably. Inside a national park the vehicle stays on the track and anything to the side is seen from a distance. In the conservation area the vehicle can stop beside the scene.
